Yep, that's a good move and will almost certainly help first time buyers.
As for inheritance tax - that really is a tax too far. If we have balls we should scrap it altogether. It's paying tax twice and it is totally sick. So, let's scrap it. We should be rewarding people who look after their money, not penalising them with this outrageous and unjust tax burden.
